The City of Midland established the Sewer Engineering Study Advisory Committee (SESAC) 22 July 1996 to "...work with the City of Midland staff and consulting enginners to review all information accumulated concerning the city's existing sewer systems, the impact of the June 21-22 [1996] storm on these systems and reports concerning future improvements."
